GUIDE / BEFORE YOU BOOK
How to choose
a defect inspector in Penang.
As far as we know, Malaysia has no single licence for home defect inspectors, so experience and report quality vary a lot. These are the questions we would ask any firm, including us.
SHORT ANSWER
Judge the report,
not the promises.
To choose a defect inspector in Penang, first ask for a real sample report and check that every defect has a number, a location and a photo. Then ask who will come, how long they stay, what is tested rather than only looked at, when you get the report, what the total price includes, and whether a re-inspection is available. Credentials such as registered building surveyor, Professional Engineer or QLASSIC training are useful, but they do not replace a clear report. A firm that guarantees repairs or sells the repairs itself is a warning sign.
01 / TEN QUESTIONS
What to ask
before you book.
- Can I see a real sample report? Look for a number, location and photo on each item. Ours is here.
- Who will actually come, and what have they inspected? Ask for the person, not just the company.
- Have you worked in my development or nearby? It is not essential, but a local firm knows the management offices and common issues. Our 58 developments are listed by name.
- What is tested, and what is only looked at? Are tiles tapped? Are sockets tested? Is water run?
- What tools do you bring? Tapping rod, level and socket tester at the least. Moisture meters and thermal imagers help find damp, but they do not replace the basics.
- How long will you be on site? Firms publish about 2 to 5 hours depending on size. Be cautious of a large home booked for a very short visit.
- When do I get the report, and in what format? Published turnarounds range from about 2 days to 7 working days. Ask whether it suits your developer's form or portal.
- What is the total, and what is extra? Ask about ponding tests, the water tank, re-inspection, travel and submission help. Get it in writing.
- Is a re-inspection available, and at what price? Whether the repairs were done properly is the real test.
- What will you not check? A good inspector tells you the limits before you pay.
02 / RED FLAGS
Reasons to
keep looking.
- No sample report, or a sample with no photos or locations.
- A promise that every defect will be fixed. No inspector controls the developer.
- Scare selling: large repair bills quoted before anyone has seen your home.
- A price with no scope, or a very cheap price with extras that appear later.
- The inspector also sells the repairs. That is a conflict of interest, so ask.
- 'Engineer certified' with no name or registration you can check.
03 / CREDENTIALS
What the
letters mean.
| Credential | What it means | When it matters |
|---|---|---|
| Registered building surveyor (Sr) | A professional surveyor, typically with the Royal Institution of Surveyors Malaysia (RISM) | Building condition surveys, formal reports, disputes |
| MRICS | Member of the Royal Institution of Chartered Surveyors | As above, recognised internationally |
| Professional Engineer (Ir) | Registered with the Board of Engineers Malaysia | Structural concerns: wide or growing cracks, movement, sagging |
| QLASSIC / CIS 7 training | Training in CIDB's system for scoring building workmanship: CIDB, QLASSIC | Shows a recognised way of judging finishes |
Most handover checks do not need an engineer. If you see signs of structural trouble, you need one, whoever did the first check. Our own inspections are visual, and we flag those concerns for specialist review. See which cracks matter.

Something else on your mind?
We're a message away.
Is there a licence for defect inspectors in Malaysia?
As far as we know there is no single licence for home defect inspectors. Some inspectors are registered building surveyors or engineers, and others are trained in CIDB's QLASSIC system or come from construction. Ask what the person who will attend has done, and ask to see a report.
Do I need a registered building surveyor or an engineer for a new home?
For a normal handover defect check, usually not. You need clear records of visible defects. If you see wide or growing cracks, movement or sagging, get a Professional Engineer's opinion, and a registered surveyor is useful where a formal report is needed for a dispute.
Should my renovation contractor do the defect check?
It is better not to. A contractor may be good at spotting problems, but may also want to start work soon and may quote for the repairs. An independent check gives you a clean record before anyone touches the home.
Does it matter if the inspector is based in Penang?
It helps. A local firm can come back for a re-inspection more easily and already knows many developments' management offices. It is not a guarantee of quality, so still ask for the sample report.
How early should I book a defect inspector?
As soon as you have your VP date. Handovers come in waves, so whole blocks need inspections in the same few weeks. If neighbours are collecting keys too, book together and ask about group pricing.
