GUIDE / TERMS EXPLAINED
Home inspection terms,
in plain words.
Your VP letter, your SPA and your inspector all use words nobody explains. Here are the ones Malaysian home buyers meet most often, with their Chinese and Malay names, so you can search and ask in any language.
SHORT ANSWER
The five that
matter most.
In a Malaysian new-home purchase, five terms matter most. Vacant possession (VP) is the handover of the keys. The defect liability period (DLP) is commonly 24 months from VP, during which the developer repairs defects at its own cost. Your sale and purchase agreement (SPA) sets the exact rules. A defect list is your written notice, and the developer generally has 30 days from receipt to repair. The Tribunal for Homebuyer Claims hears unresolved claims of up to RM50,000.
01 / BUYING AND HANDOVER
Buying and handover.
- Vacant possession (VP)交屋 / 收楼 · milikan kosong
- The formal handover of a finished home to the buyer, usually when the developer notifies you to collect the keys. Your defect liability period commonly runs from this date. See the VP handover checklist.
- Sale and purchase agreement (SPA)买卖合约 · perjanjian jual beli
- The contract for your home. Projects under the Housing Development Act use statutory forms: Schedule G for landed homes and Schedule H for strata units such as condos.
- Housing Development Act (HDA)房屋发展法令 · Akta Pemajuan Perumahan
- The Housing Development (Control and Licensing) Act 1966, which governs licensed housing developers, the standard agreements and the Tribunal for Homebuyer Claims.
- Certificate of Completion and Compliance (CCC)完工与合规证书 · Perakuan Siap dan Pematuhan
- The certificate that a building is complete and complies with approved plans. It replaced the old Certificate of Fitness (CF) in 2007.
- Joint inspection联合检查 · pemeriksaan bersama
- A walk-through with the developer's representative at key collection. It is usually short and does not replace your own check.
- Subsale二手房 · subsale / jualan semula
- Buying from an existing owner rather than from the developer. See subsale home inspection.
- As is where is现状出售 · seadanya
- A sale condition under which the buyer takes the property in its present condition, defects included.
02 / DEFECT CLAIMS
Defect claims.
- Defect liability period (DLP)缺陷保修期 · tempoh liabiliti kecacatan
- The period during which the developer must repair defects at its own cost, commonly 24 months from vacant possession under the standard agreements. See the full guide.
- Defect list or defect form缺陷清单 / 缺陷表格 · senarai kecacatan / borang aduan
- Your written notice to the developer, listing each defect and where it is. The developer generally has 30 days from receipt to repair.
- Stakeholder sum律师保管款 · wang pemegang pertaruhan
- Part of the purchase price held by the developer's lawyer during the defect period. If the developer fails to repair, the buyer can recover repair costs from it after giving notice.
- Tribunal for Homebuyer Claims (TTPR)购屋者索偿仲裁庭 · Tribunal Tuntutan Pembeli Rumah
- A low-cost tribunal under the HDA for homes in Peninsular Malaysia. It hears claims of up to RM50,000 for a RM10 filing fee, generally within 12 months after the defect period ends. See developer not fixing defects.
- Latent defect潜在缺陷 · kecacatan terpendam
- A hidden defect that only shows later, possibly after the defect period. Other legal routes may still apply, so take legal advice.
03 / CONDO MANAGEMENT
Condo management.
- Joint Management Body (JMB)联合管理机构 · Badan Pengurusan Bersama
- The body of the developer and buyers that manages a strata development in its early life, before strata titles are issued.
- Management Corporation (MC)管理机构 · Perbadanan Pengurusan
- The owners' body that takes over once strata titles are issued.
- Commissioner of Buildings (COB)建筑物总监 · Pesuruhjaya Bangunan
- The official who administers the Strata Management Act 2013 locally. In Penang, the COB offices sit within the two city councils: MBPP for the island and MBSP for the mainland.
- Form 28表格 28 · Borang 28
- The certificate of inspection that management issues after inspecting an inter-floor leak, naming the cause and the party responsible. See leak from the unit above.
04 / DEFECTS
Defects.
- Hollow tile空心砖 / 空鼓 · jubin kopong
- A tile with a void under it. Tapping gives a drummy sound instead of a short dull knock. See hollow tiles.
- Lippage地砖高低差 · perbezaan aras jubin
- When one tile edge sits higher than its neighbour. You can feel it with a bare foot and see it under low light.
- Grout填缝 · grout
- The filler in the joints between tiles. Gaps, stains and uneven lines are common items on a defect list.
- Hairline crack发丝裂缝 · retak rerambut
- A thin surface crack, often from plaster shrinkage. Usually cosmetic, but record it and watch whether it grows. See wall cracks.
- Structural crack结构裂缝 · retak struktur
- A wide or growing crack, especially in beams, columns or floors, or running diagonally from door and window corners. It needs a Professional Engineer's opinion.
- Falls (floor gradient)排水坡度 · kecerunan lantai
- The slight slope of a bathroom or balcony floor towards its drain. Poor falls leave standing water.
- Efflorescence返碱 / 起白霜 · efloresen
- White salt deposits on walls or grout, a sign that moisture has travelled through the material.
- Honeycombing蜂窝面 · permukaan sarang lebah
- Voids in concrete where it did not compact fully during casting.
- Exposed rebar钢筋外露 · besi tetulang terdedah
- Steel reinforcement showing through concrete. It can rust, so it should be reported.
05 / TESTS AND TOOLS
Tests and tools.
- Ponding test闭水测试 / 蓄水测试 · ujian takungan air
- Blocking a drain and holding water on a floor to see whether it leaks below. See the ponding test guide.
- Tapping rod敲砖棒 · rod ketuk
- A light metal rod used to sound tiles and plaster for hollowness. A coin works for a small unit.
- Thermal imager热成像仪 · kamera terma
- A camera that shows surface temperature differences, which can point to damp. It suggests where to look, but it does not prove a leak or its source.
- Moisture meter湿度计 · meter kelembapan
- A handheld meter that estimates moisture in walls and floors.
- Distribution board (DB)配电箱 · papan agihan
- The box of breakers for your home. Check that its labels are right and each breaker controls what it says.
- RCCB漏电保护开关 · RCCB
- The residual current circuit breaker in the DB, which cuts power when it detects leakage. Press its test button to check it trips.
06 / STANDARDS AND PROFESSIONS
Standards and professions.
- QLASSIC
- CIDB's Quality Assessment System in Construction, which scores the workmanship of building works. It is generally applied to projects, not to one buyer's defect list. See CIDB, QLASSIC.
- CIS 7
- Construction Industry Standard 7, the standard behind QLASSIC. CIDB says the 2021 edition is for rating workmanship and is not a specification or compliance requirement unless the contract parties agree. See CIDB, Construction Industry Standards.
- Registered building surveyor (Sr)注册建筑测量师 · juruukur bangunan
- A professional surveyor who assesses building condition and defects, typically a member of RISM.
- Professional Engineer (Ir)专业工程师 · jurutera profesional
- An engineer registered with the Board of Engineers Malaysia. This is the person to ask about structural concerns.

Something else on your mind?
We're a message away.
What does VP mean in Malaysian property?
VP stands for vacant possession, the formal handover of a finished home to the buyer. In Chinese it is called 交屋 or 收楼, and in Malay milikan kosong. Your defect liability period commonly runs for 24 months from this date.
What does DLP stand for?
Defect liability period. It is the time during which the developer must repair reported defects at its own cost, commonly 24 months from vacant possession for homes sold under the standard Schedule G and Schedule H agreements.
What is the difference between CCC and VP?
The CCC certifies that the building is complete and complies with approved plans. VP is the delivery of the home to you. Under the standard agreements, vacant possession is tied to the CCC being issued and to water and electricity being ready for connection.
Is QLASSIC the same as a defect inspection?
No. QLASSIC scores the workmanship of a building project using CIDB's CIS 7 standard. A defect inspection records the defects in your own home so they can be repaired.
